So, what's the problem?
Sounds like a workable plan to me. Smile a lot, undercut the other suppliers of uranium, offer the services of technicians and consultants and call it repairing strained relations. Track the shipments with satellites, get the consultants to be friendly with the natives and debrief them when they get back home. Threatening to cut uranium supplies gives us leverage and, if we really wanted to be brutal, the intelligence gives us a better idea what to bomb.

Given the current pricing on oil...
...and the rampant speculation that we may be reaching the production peak of oil, I would look at any oil-exporting nation looking to the future and seeking other forms of energy as a paragon of SANITY, not MADNESS.
But planning for the future never was a neocon strong point.
