If a game must produce a result - i.e. it's a cup final, or something - then if the scores are level at the end of normal time (90 minutes) including any stoppage (injury) time played, then an extra 30 minutes (15 minutes each way) is played. This is Extra Time. For games that really really must produce a result, like the World Cup Final, after this it can go to penalties or the Golden Goal. Now that I've actually read the news (and your post) I defer to your answer...the correct one. I hate games decided by penalty kicks. It just seems so...wrong.
