Take away 2GB memory.
Why 2 DVDs?
Lose the sound card. I won't be watching movies.
Replace with a sane video card.

This will leave enough for a decent LCD screen and come in about $7K

New Sane video card == Matrox G550
Got one. It's fast, and supports the two monitors (1 analog HDDB15, one digital whateverthefuck they call that newfangled connector, with pigtail)

Not very expensive; seems to fit your need,
