Dunno about the cost part...

...But when I was on Winders, I was known to use HomeSite. This was originally by Allaire (yes, the Cold Fusion folks), but I think they were taken over by Macromedia for better DreamWeaver integration. Around 1998 or so. Either way, it was one of the best HTML editors I'd found, and the WYSIWYG part actually produced readable HTML.
