New My rule of thumb
Which I got from someone or other and seems to make sense:

Elements == Data
Attributes == MetaData


<User id="1">
<FirstName>Todd</FirstName>
<LastName>Blanchard</LastName>
</User>

where id is a generated key sort of thing which can be used in relationships later on.
