is actually the top priority.

After all, it's possible that's not in fact the top priority. That does beg the question of what the top priority might actually be.

Here's a guess: perhaps the top priority is actually demonstrating that being in opposition with the stated goals and positions of those in power will result in punishment.

New Naah, you should know what the top priority is:
priority 1) Getting the oil
priority 2) Making Halliburton more money getting the oil
priority 3) Making sure only we get the oil
priority 4) See priority 1), 2), and 3)
