New Carbon-carbon Tomahaw
One of the warheads of the [link|http://www.softwar.net/bgm109.html|BGM-109] is carbon-carbon threads, spools of which were deployed in Iraq and Serbia. These are strong but highly conductive wires, designed to short out electrical equipment (see response to Thane's "MO" post above). Attempts at cleanup and recovery are hampered when additional spools are windblown across circuits.

Pretty clever, specific, weapon. Zero civilian impacts.
