The semantic gamesmanship of the implementation is annoying, but that's a minor matter. Aside from that, I wonder what sort of person would object to this?

I say:
Doesn't matter how many, so long as know it's the kind that deserve to lose them. Maybe it'll wise them up. Then they'll start being responsible parents, and get their seat at the public trough restored to them. That's a win-win.
As for the kids, put them in foster homes. With parents like these, that's a step up.
Yes, I'm well aware that foster homes suck. But parents that won't even do these things suck worse. They're only "parents" in the strictly biological sense.
