New Alaska Pipeline under fire

Pipeline security discovered the spill about three miles south of Manley Hot Springs Road at 2:30 p.m. during a helicopter overflight, said Alyeska spokesman Tim Woolston.

Alyeska officials immediately shut down the 400-mile section of pipeline north of the spill area and asked North Slope producers to curb production. Meanwhile, they continued pumping oil to drain the pipe to the south.

Alyeska faces a daunting problem of how to control the spill. About 20,000 barrels of oil, about 840,000 gallons, is trapped in the leaking section of pipe, according to Alyeska. While the bullet hole is small, the oil is backed up on a valve. Pressure is high, and late Thursday night, oil spilled at a rate of 140 gallons per minute, Woolston said.

Alyeska could drain the oil around two nearby valves to relieve the pressure. Or workers could clamp the pipe. The first option is slow and may take several days. The second option has been tested but never used to control a real spill, said Alyeska president David Wight.

"This is a scenario we\ufffdve thought about. And we\ufffdve got equipment that will work," Wight said. But Wight was unsure whether Alyeska would use the clamp in the cold, wet night. Workers may wait until daylight. "Its a grave concern to get in there as quickly as we can. ... Safety is our first concern."

New Patching the Pipe
Seems like they ought to be able to patch it up.

About a year ago I watched a training film where a crew repaired a 500KV electric transmission line that had been damaged by a vandal's bullet. What made it memorable was that the line was still hot. Nice arcs and whatnot. Great emphasis was placed on making sure you removed all your credit cards, etc because the EMF would scramble their coding. Definitely a task requiring one's full attention.
New Linemen's Rodeo
I did a 12 month college internship at [link|http://www.smud.org/|SMUD], the Sacramento municipal electric utility. The utility yard I spent a lot of time at was also the training area for linemen. The policy at SMUD was that they worked hot: circuits weren't deactivated. This meant that the linemen were aware at all times that they were one false step from Flaming Yon. You didn't cut a circuit, you bridged it. Saw a few training vids on the topic as well.

There are industry meets where linemen from different utilities do their stuff -- linemen's rodeos. Objective is to complete a task in the least time with least mistakes.

Typical linemen's gloves and boots will give pretty good insulation, dry. There's also the good old "ten foot pole" thing and other stuff.

SMUD's safety record for linework was significantly better than PG&E's, who practiced working dead circuits.

The pipeline is not protected worth a darn. They are just hoping to stop the leak and fix the pipe as a response.

I had my hands on the pipe when I was touring the Fairbanks area last month (after 2001/9/11).
