Notice the neat circularity:

In the Beard's "When Mr. Clinton drops out of the limelight, we can stop whipping him", since each new round of "whipping" *IS* a new dose of "the limelight", it's in effect self-perpetuating. What he's *really* saying is, "Only when we have stopped whipping Mr. Clinton, can we stop whipping him." Cute trick, no?
