I think the original source was Louis Gosset Jr. as a drill sargent dressing down a David Keith. In that one, he was referring to Oklahoma. Now, an officer and a gentleman may have gotten it from somewhere, too.
However, a little Internet search on the phrase turned up a WHOLE bunch of Texas references. Some from a garage band in Austin. Austin is a hot spot for the gender challenged, so of course, being from Texas A&M (where gender challenged people are generally hazed until they quit school), I'm sure I heard it enough to refer to those "gender challenged" types from that little school in Austin, Texas.
