I don't think there *HAS* been a good president in my lifetime. Reagan presided over one of the most corrupt administrations in recent history (CF: Iran-Contra, October Surprise, hell, throw in the S&L stuff as well, I'm sure there's more if I had the time to go digging.) versus some guy who had a problem with his zipper.
I don't give Reagan any more credit for the "end" of the cold war (which was just a brief respite - it's gettin' pretty frosty these days) than I do Clinton for the boom economy. Really, there's not a whole lot the Fed can do to make an economy better - but there's a whole friggin' lot it can do to make things worse.

But Raygun does deserve credit.
If not for ending the Cold War, then at least for being able to spend the Soviet Union out of existence. Of course, the debt he generated in doing so is going to be with us forever. And, reasonable minds may reach different conclusions about whether the price was worth it.
He was an atrocious President on uncountably many other scores, but give the Devil his due, he did spend >Them< (US, too?) out of existence.

The SU was going to collapse sooner or later - it was a matter of when, not how. He just gave it a 'friendly little push' to help the process along.

Even if
I think you reverse cause and effect.
My position is that Clinton was a good president, period. Not because he helped the economy. That was a result of his being a good president. You said (paraphrase) Reagan was good because he stopped the cold war.
I say to that, a bad man may have a good quality. Hell he may have had several good qualities, he was probably nice to puppies. Doesn't change the fact that Reagan's administration was the 2nd most visibly corrupt in modern history. And it doesn't change the fact that Reagan was NOT a good president.
