It not possible for an organization involving humans to be totally fair and unbiased, human nature precludes it.

But beyond that there is a huge problem hidden in the word 'fair.' How do you define 'fair' in the context of human rights violations? Is a country that imprisons hundreds more or less barbaric then a country that kills dozens? Is a government that said they would kill anybody that disagrees more or less vile then one that proclaims it's openness and then kills the dissidents? How do you compare a country that bans all reporters and has rumors of deaths coming out against a country that lets is violence be documented?

These questions don't have objective answers to begin with.
