My default encoding is/has been Western (ISO Latin1); never gave it a thought: worked.
Do I now gots to switch to Unicode (UTF-8) ... and see what (else) breaks?

New I blame Word.
Weird things like that happen when people cut-and-paste Word documents. Maybe something like that is going on. I don't think it has anything to do with you. (I see the a' too.)
