The boot firmware locks it out.
That allow MS to subsidise it without paying to the Linux hardware

The license to make ARM based Win8 box (all for MS since no one else it picking this up and running with it) includes a clause the does not allow any foreign keys added.

Maybe you can pull chips and burn them somewhere else, but I suspect they will not be able to reburn them in place.
