You could have them pay extra, like $10/year, for the POP3/IMAP access. Just make sure that you have quotas on the email, so people aren't sending 650M ISO images in their email and filling up your server drive. :) The PHP based Webmail sounds good. Obviously, everything has holes and security vulnerabilities, but my thoughts are to just limit the open ports as much as possible.
