I don't think there's much controversy about it.

[link|http://caselaw.lp.findlaw.com/data/constitution/article02/03.html|This] commentary indicates that John McCain would not have any trouble even though he was born in the Canal Zone.

If we're going to be amending the Consitution again soon, I think voting rights for DC residenst should be addressed first. (And personally I think that problem should be solved by making the non-federal parts of DC part of Maryland - meaning they wouldn't get their own unique 2 Senators, but would get a Representative to call their own and would be able to vote for Maryland's Senators.)
