New Timeframes different.
I think The Register analysis is likely right, but you can't say MS is wrong by looking at your two quotes.

10 M in roughly 17 weeks for 98 versus 7 M in 2 weeks for XP.

I don't put any stock in MS's numbers - it's not worth the trouble IMHO.

. . Microsoft is counting all the OEM sales previous to the actual release date. I had clients already running XP weeks before the actual release. It would be much more realistic to call it 6 weeks, not 2.
