The Church puts the authority of God above that of the Bible, and Catholics believe that, in one way or another, the Church is being guided by the Holy Spirit and protected from straying off into evil. Check it out on Wikipedia: [link\|http://en.wikipedia.org/wiki/Papal_bull\|http://en.wikipedia.org/wiki/Papal_bull] BTW, they are called "Bulls" because of the type of seal used to authenticate its importance called a "bulla".
