New Different method of restricting access
In China, they explicitly block access. In the U.S., access is restricted by how much bandwidth the provider can afford. MSNBC.com can afford to "broadcast" its content. We couldn't.

One of the replies to the article alluded to this, pointing out that most blogs are supported by advertising. If you develop enough of a following to need the ad revenue to pay for your bandwidth, you start down the road to being a commercial broadcaster.
