The final point I want to make is this: We must ensure that the Internet remains open and accessible to all citizens without any limitation on the ability of individuals to choose the content they wish regardless of the Internet service provider they use to connect to the Worldwide Web.
Wasn't his whole point about TV that it was a one-way medium? How does ensuring the ability to choose content solve that? It's the ability to provide content on a more-equal footing that needs to be protected.

The economics of TV and the Internet are different. It is easy to provide sites where people interact, we're on a perfect example of that. However it is not so easy to guarantee access to those sites.

The issue that he is raising is that ISPs have the ability to filter content. So far in the USA this ability has been used for relatively benign purposes, for instance optional content filters to keep your kids from seeing what you don't want them to. But precedent in other countries shows that the same technical ability can be used to censor online speech in very non-democratic ways.

New Different method of restricting access
In China, they explicitly block access. In the U.S., access is restricted by how much bandwidth the provider can afford. MSNBC.com can afford to "broadcast" its content. We couldn't.

One of the replies to the article alluded to this, pointing out that most blogs are supported by advertising. If you develop enough of a following to need the ad revenue to pay for your bandwidth, you start down the road to being a commercial broadcaster.
