Last time I checked, it takes 50% + 1 to make a majority. But maybe I'm the one losing his grip on the meaning of words in the English language...

It could be if there is more than one large minority group. SE Asia refugees are actaully a pretty large group out here on the west coast, wouldn't be surprised to see a school with a 20% population of Hmong/Viet/Thai/Filipinos...

I think your grip is pretty good. ;-)

But the story isn't clear. The head link is a repost of a [link|http://www.foxnews.com/story/0,2933,158289,00.html|Fox News] story. That story doesn't have a clear cite either, and browsing around the [link|http://dcptadallas.tripod.com/|Dallas PTA site] shows nothing useful related to this that I can find.

If one reads it as meaning that if a majority in a particular school is non-English speaking (while 43% of the school district as a whole is Spanish speaking), then the principal should learn that language, then it makes some sense. Whether it's policy that should be codified is something I don't have an opinion on.
