New Automagically would be great...
But I think using one to cache the .debs for upgrading from Woody to Sarge may be pushing things, given their various statuses. Of the three you list, only apt-proxy is in Woody; but it's not in Sarge :-/. The others are only in Sid.

I'll do it Peter's way. That, at least, is similar to how you do it with FreeBSD's ports collection, which I am already familiar with. :-)
