A few things jumped out on a first "impression" skim:

Resumes that run past two pages often get shuffled to the end of the list. Yours could be shorted by dropped the list of skills at the end, and by collapsing the Volt jobs into a general description of duties plus set of bullet points for each gig. The skills are repeated throughout the resume. A separate list is only really useful if you're submitting the list electronically, and want to let a bot parse it out.

If there are skills you want to call out that you don't have "professional" experience with, an "Also familiar with" list is fair game.

One point of a resume is to tease people into wanting to ask for more. That's good; it gets you a foot in the door. Being overly specific about your experience with some technology (e.g., 1 year of Microsoft Mummble), is an excuse for someone in HR to turn you down. Here, vague is your friend.
