New Quirks mode

Non-standard methods like document.all() work only in quirks mode, I believe; same applies for things like stylesheets served as MIME-types other than text/css. If you design a page that renders in standards mode (I believe the trigger is a DOCTYPE with a fully-qualified URL to the DTD), then it won't let you get away with that stuff.

New That explains it.
I use a DOCTYPE in my production stuff, which is why it never works there.
