what are the circumstances leading to that here? Are the circumstances being created by the Iraqi people, or by the US military? After all, Church has said there are 50K people detained by the US military around the world, most of whom are not being granted due process, and has acknowledged the existence of another group of detainees for whom no records exist at all, a la Chile in the 70s or Guatemala in the 80s.
With that many detainees (and I'd be very interested in seeing numbers for this for say 10 years ago), most of whom are probably from either Iraq or Afghanistan, how long does it take for the boots on the ground to get the idea that the people they're dealing with have no rights? From there, how long before seeing them as less than human?
