Does it provide you a "valid link" and tell you to click it? Fraud. Does it not have any links that you must click on, and is merely informative? Legit. Does it give you steps to perform, as in the "Log in to Paypal, click this link on that page once you're logged in" one, without providing a link to "Log in to Paypal"?
