He is stupid. Too much coke and booze nuked his brain. The man slurs his speech (listen closely to any word that ends in an "s" or has a "t" in a difficult place: e.g. United Nations = YouneyeEd Nayshunshs). He's gone, man, absolutely gone.
I agree he is a puppet, but only some one with a brain as fried as his would allow himself to be "guided" as much as he is.
