I think the original source was Louis Gosset Jr. as a drill sargent dressing down a David Keith. In that one, he was referring to Oklahoma. Now, an officer and a gentleman may have gotten it from somewhere, too.

However, a little Internet search on the phrase turned up a WHOLE bunch of Texas references. Some from a garage band in Austin. Austin is a hot spot for the gender challenged, so of course, being from Texas A&M (where gender challenged people are generally hazed until they quit school), I'm sure I heard it enough to refer to those "gender challenged" types from that little school in Austin, Texas.

Where BEVO is their mascot. Steers (BEVO) and q----s (on 6th steet).

...it ain't ONLY used to refer to gay folk from Austin.

Having attended "that little school" in Austin for 4 years, I can say that I never once heard the "steers and queers" phrase used to refer to gay people attending UT. Heard it from outsiders talking about people IN Texas (the state in general), from Longhorns referring to people who attend the other "little school" in College Station (and, of course, vice versa), and from Texas referring to Oklahomans, as Bill stated.

But AFAIK, it's not solely (or even mainly) used to refer to gays in Austin.
