I remember when IBM started using contract programmers in Taiwan for some projects about 15 years ago. The results were quite mixed - some good some disastrous. But, over time, it's possible to get consistently good results (for the company). Today, I would not recommend to someone in high school to aim for a carreer in IT or for that matter anything that is not literally hands on or require your physical presence.
