Just one little point (not to downplay what the regime was capable of).

Tires are conductive.

Yes, kinda - on the tread surface; not the sidewall, however.

Measured the steel-radials on my car; Fluke meter capable of decent accuracy to 40 MegOhms. Tread measures from ~ 100K to higher, depending on random pokes with sharp-tip. Sidewall uniformly >40 M, maybe much greater; didn't bother with a 4-wire bridge..

(Now as to the car static question; can't see how this config. addresses that: measurement from tread (or sidewall) to chassis ground >40 M-Ohms also.)

So all-in-all, and with lethal volts, not high-KV: a tire would serve; but bare feet in such an abattoir would be foolhardy (and I'd hope a lot of the torturers tried it).

Attention to detail is often good.
