That seems like a more telling statistic
since executions only come after legal wranglings, appeals, etc. Two people convincted on the same day, one could be executed months or even years before the other. So a spike or lull in actual executions could be explained away by beauraucratic machinery. It's the actual giving of the death sentence that find significant... and disturbing...
