past tense
present tense
future tense

(there are others, but I'll avoid them right now to keep this simple)

When I ask the question:
"Hey, what countries torture prisoners to death?"

The verb "torture" is used in the "present tense".

When boxley replies to that question, he uses the "past tense".

Germany DID torture prisoners BACK in the 1940's.

The USofA DOES torture prisoners in the year 2003.

Verb tense, a part of "reading with comprehension".
