We will reap a whirlwind if we push the Americans in a unilateralist position in which they are at the centre of a unipolar world."
So, you either back the US so the US will support your opinion...

Or you don't back the US and the US will not support your position.

The dominant superpower is only working with the "international community" when the "international community" agrees with what the dominant superpower wants to do.
