Looks like typical left wing bashing to me.

First they target the idiot radicals that are hoping for a revival of global Marxism and then this spun into a blanket condemnation of anybody that isn't right wing.

The funny thing is that if you read the article closely, the author isn't arguing against the idea that the US exploits and represses other countries, what he is opposed to the idea that those countries have enough power to do anything about it.
