(BTW last I heard, and despite suffering under the yoke of the kinda guy we used to prop up in several hemispheres, over past decades: I understand that Iraq has some pretty good educational institutions -- these 'Iraqis' on those committees could very well speak better Engrish than the Leader of our coup d'etat! Or the Popular Mr. GOP-Lott, til he spilled the beans, once too often.)

...would you mind counting how many current resolutions, all regarding disarmament, are currently being violated by the state taking charge?

Libya I can at least wink at...since they seem to have made at least an attempt at coming into the world as a good citizen.

But Iraq..in this environment...in charge of disarmament. I, quite frankly, wouldn't care if each member of their delegation had a dozen PHDs each on the subject. The status of their country should disqualify their leadership.

Hussein is winning..because he knows that as long as it takes 100% agreement at the SC level...he will remain allowed to play games with the inspectors and continue to win the PR game.

Iraq has been violating resolutions for 12 years. You can certainly play all of you semantic games with the last one...but that doesn't change the fact that for 12 years the UN has been played the fool. And its continuing.

France, Germany and Russia are in it for the money. The longer Hussein stays in power...the longer they get exclusives in breaking the trade embargoes. Public opinion is irrelevent to them.
