Personally I don't think the Bush White House is to concerned with getting Russia or China to back them. They know that if it is just Russia and/or China that try to veto an anti-Iraq action, they can be safely ignored. People in the US won't care and people in Europe won't like it but they will accept it.

I think it is exactly because they know they probably can't get either Russia or China that they are so desperate to get France. The whole ignore the nay sayers tactic depends on making sure that there are not many nay sayers and that the ones that do exist are not respected.
