Second, we already don't spend nearly as much on computing as comparable companies. We're budgeting $20K in 2003 compared to $4M total expenses ~= 0.5%

Third, with a staff of 40, only 5 are "middle management". They fight over their budgets, yes, but aren't stuck in the "hang on to what's mine" issues; there's no mystery manager waiting in the wings to snap up their assets/advances should they fail.
