Files often locked in XP Home.
I have this problem mostly with my 100MB (parallel) Zip drive: XP keeps marking files as In Use by some or other application. With the Zip drive specifically it will pretend to delete all of the files on a Zip disk, but then tell me the disk is still full. I thought it was just the Iomega-ware, but it also happens a lot with other stuff. "File is in use by another application. Close it and blah blah blah". Rebooting fixes it.

That's the Recyle Bin holding you up.
Go and empty it and you'll see activity on your Zip disk as it really deletes all those "deleted" files.
You may find it useful to go into the Recycle Bin's config screen and disable it for the Zip drive.

I'm a betting man...
and I am betting you are correct...
BTW, the next Major Vacation I am taking is to Austrailia... Won't be for a couple of years though...
I wanna run the Dingo Fence...renting a Rover and getting enough food and stuff... but the wife is frowning on that... She wants to do the Tourist things... :(
Oh well, guess I'll just have to do it some other time!

Is it also possible that fiddling in a particular directory with the command line will also lock up the directory folder?

Possible.
But in Windows, unlikely. OTOH, with Windows anything like that could be possible. :-)
