I may or may not be able to assist, but you can improve your odds of getting meaningful assistance if you're more specific. It's difficult to tell from the above what your raw symptoms are (prior to your interpreting them). It's difficult to tell what command strings you entered, and what the return values are.

People wanting to help you could try to guess those things, but that's really no way to run a railroad.

New Very simply:
1. The hwclock is set to UCT/GMT. That means that at boot time the machine needs to determine the time zone and adjust the system clock.

2. I've used tzconfig to set my timezone appropriately. /etc/timezone reflects this value.

3. When I boot the system, the init scripts fail to properly set the system clock to hwclock-time + time zone adjustment, as shown by `date`, gkrellm, etc.

More verbose than the initial cliff-notes version, but the same information. There was no 'guessing' to be done.

Are you using --utc on the hwclock line in your rc scripts (rather than "uct" as in your post)?

If so, what timezone does `date` think you're using?

Scripts are as provided by Debian. It's simply not setting the system clock properly when it boots.

Well, good luck to you, then. If I were having this problem (whatever it is), I'd post the literal verbatim transcript showing the relevant commands I typed, and their return values. But whatever works for you is good.
