If this is true, I don't get the benefits of policy on anything that has to be configured other than how the maintainer does it. After that you continue to Hold those packages... or make it so that when you do and upgrade it'll skip those too. I have been dinkin around with Debian. It has a great interface for doing this kind of stuff.
