Great idea, but...
...who you crappin'?
Shit, our "justice" department is too busy "fighting terrorism", busting little old ladies for (legally) buying pot to help with their glaucoma, and handing billg(e) the keys to the kingdom to have the time to enforce even the current junk fax laws. How do you ever expect Ashhole to bother with "unsolicited electronic communications" laws (which are, in spite of my cynicism, a great idea.)
Besides, such a law would be "bad for business". So how do you ever expect such a bill to get sponsored, much less passed?
