"It may still be the economy, stupid, but every time Democrats suggest that it is, President Bush and his administration drown them out with the war drums.

You have to be irredeemably cynical to believe a president would go a-warring, putting the armed services in peril and the world out of kilter, just to win an off-year election. (Though Republicans didn't hesitate to charge just that when President Clinton launched a retaliatory strike against terrorists in the throes of l'affaire Monica.)

But it is no stretch at all to suppose that a president would happily take partisan advantage of the drive toward a war that he has been keen for all along anyway, its politics aside. And that is exactly what the White House is doing in this election."
