New Actually, they've been mumbling about it for some time.
There was some anticipation (based on comments by Microsoft execs) they might try moving Office and other packages to subscription soon after release of Windows95.

The rumor a bit later was that the idea had to be abandoned because the uptake of Win95 software was much slower than anticipated, giving competitors time to ramp up for the new operating system.

Now, I don't know if I have any actual documentation of this in my archives (I wasn't too careful about documenting stuff back then), but I was following it closely at the time.

New Visual C++
Visual C++ was available via subscription for a while when Windows 95 was beta. I think they did it to keep the changes rolling out to developers leading up to the release, but I always assumed it was also a test drive for going subscription with their other products.
