Remember the general culture there. The least educated person in the U.S., England, Europe (the West in general) has at least had an opportunity for some sort of education. Although (generally) the U.S. is in sad shape with respect to education, at our worst we're not as bad off as most Islamic countries seem to be.
Who were going to pilot the aircraft that rammed the Trade Center and the Pentagon last September (presumably Flight 93 was also going to ram some other target)? Reasonably well-educated people capable of going to flight school. You might find some people like that in "Hate Jews, Hate Israel" indoctrinating schools, but most of the "qualified" people (for the lack of a better word in this context) aren't going to be drawn from a pool of what is, in the Middle East, peasants. All the people involved in the September 11 attack seem to have been from the upper classes, apparently with no personal financial worries, certainly not living in dirt-poor poverty or even as financially hurting like some people here.
Did Osama *totally* deplete his pool of airplane bombers with "only" four teams? Surely if he'd had more, he'd have fielded more. With only three airplanes, he caused panic the likes of which I've not seen and only heard about in my lifetime. With ten, or fifteen (imagine an Islamic attack against Microsoft HQ, anyone?), it would only (from his perspective) been better.
