People in wheelchairs often have no control. Christopher Reeves has no control regardless if he's in a basketball game or a television interview.
Of course, many people in Special Olympics or wheelchair basketball have full control. Many probably don't. (I don't see the sense of a Special Olympics myself, they're crippled in some way, why advertise and even advocate it?)
I say this as one who has 50% hearing loss and hip problems (avascular necrosis, which is a cute way of saying the blood supply to my joints has been impaired.) How much you wanna bet that I'd be able to get disability benefits and be eligible myself, if I tried?
