He delivered what he believed, and even if you disagree with what he did, you gotta admit he thought he was doing the right thing (without sticking his finger in the air and watching the way the wind was blowing.) Bush #1, Clinton, Bush #2 - they all seem infected by "advisoritis", those who tell them what people want them to do, not what they think they should do. The lawyers would mostly rather be what they are than get out of the way even if the cost was Hammerfall. - Jerry Pournelle
