I know I read that the concept originated to fund ocean-going exploration. Think "new route to China" time period. Private citizens[1] competing against monarchies trying to find it first. If I could remember anything more Goggle-able I'd go looking.

[1] Okay, probably nobles. But who else ever shows up in the history books besides nobles and criminals?
