The answer is active enforcement; nothing focuses the mind on slowing the fuck down like three points on your licence and a £200 fine. Especially when you consider that if you're a young driver in the UK, and you accrue 6 points in your first two years, your licence is revoked.
Not disqualified, revoked. You have to obtain a new provisional licence, and take your test all over again. And there's at least a three month backlog for that right now, (depending on where you live).
I absolutely do not care or mind about following someone who slows right down for a speed bump. I slow down a lot too, because I like not replacing my car's suspension, front splitter, and undertray.
