From the article and the map, it looks like a road where people drive too fast, with lots of junctions and hence crossing traffic. Driver A pulls out of junction, speeding driver B takes evasive action, and ends up in someone's living room.

Sure, Driver A should have had better observation, but Driver B should have been able to stop safely in the distance he can see to be clear, and if you end up in someone's living room, that's self-evidently not the case.

Cure? Short term is better speed enforcement. Everyone driving gangsta until they see the marked police car.

Long term is engineering the road to be safer through traffic calming, signal-controlled junctions, etc.
